Secretary Fagan Releases 2023-24 Audit Plan
2023 Audit Plan Brings New Focus to “Time Taxes” and Reproductive Healthcare Access, Continues Emphasis on Education
Secretary of State Shemia Fagan released the 2023-24 Audit Plan today. The plan previews the Oregon Audits Division’s work over the next two years.

“Audits are powerful tools,” Secretary Fagan said. “With the recommendations we make, leaders in Oregon can improve state services and build trust between the people of Oregon and their government.”

Beginning this year, several audits will include an objective assessing the risks associated with the “time tax.” The time tax refers to the amount of time and effort Oregonians spend filling out applications, finding something on a state website, waiting in lines, or waiting on the phone, in an attempt to receive critical government services.

“By adding time tax as an audit objective, we will increase focus on the customer service experience Oregonians have when they interact with their government,” Secretary Fagan said. "Many of us know how frustrating it can be trying to get things done with a large organization. State government needs to pay attention to this because it’s often the people most in need who do not have time to waste figuring out how to access services.”

The Secretary’s plan calls for several new performance audits, including:

• Sexual Health Care and Reproductive Access, multiple agencies
• Student Success Act District Performance Monitoring, Department of Education
• Adult Protective Services, Oregon Department of Human Services
• Children’s Mental Health Services, Oregon Health Authority

The Secretary’s plan also carriers over ongoing projects from 2022, including:

• Medicaid Pharmacy Benefit Managers, Oregon Health Authority
• Rental assistance program, Oregon Housing and Community Services
• State workforce governance and modernization, multiple agencies
• Oregon’s red flag policy, Department of Justice

Secretary Fagan and the Oregon Audits Division presented the 2023-24 Audit Plan to the Joint Legislative Audits Committee on February 20, 2023.
