Approved Changes to the Uniform Trial Court Rules
Changes go into effect Aug. 1, 2026

Oregon Supreme Court Chief Justice Meagan A. Flynn has signed Chief Justice Order (CJO) 26-021, which approved changes to the Uniform Trial Court Rules (UTCR), effective August 1, 2026.

Changes of special note include: clarify numbering requirements for Supplementary Local Rules; remove the requirement to prepare pleadings, motions, and requested instructions with numbered lines; require parties to specify the rule or statutory basis upon which a submitted document is purported to be exempt from the advance service requirement imposed under the UTCR 5.100(1); and establish new UTCR 18.010 to 18.040 to define “eviction action” and establish standardized requirements for captions, complaint format, and proposed orders or judgments in such actions. The approved changes are available on the UTCR website. The Preface to the 2026 UTCR includes detailed explanations of the changes.

The UTCR Committee’s next meeting is October 22, 2026. The committee welcomes proposals for changes to the trial court rules. Submit proposals by August 31, 2026, to utcr@ojd.state.or.us, or mail them to UTCR Reporter, Office of the State Court Administrator, Supreme Court Building, 1163 State Street, Salem, OR 97301-2563.
