New Resources Available for Wildfire Debris Management in Oregon

The Oregon Department of Emergency Management (OEM) has released new materials to support local and Tribal jurisdictions in planning and executing wildfire debris removal operations. The Wildfire Debris Management Checklist and Resources, now accessible via wildfire.oregon.gov, provide comprehensive guidance for navigating post-wildfire recovery efforts.

Overview of Available Guidance

The checklist is structured around two distinct phases of recovery:

  • Phase 1: Hazardous Waste Removal
  • Phase 2: Debris, Ash, and Hazard Tree Removal

Key components of the guide include:

  • Procedures for public notification and re-entry safety
  • Tools for damage assessment and debris cost estimation
  • Information on regulatory waivers and landfill coordination
  • Clarification of Right-of-Entry (ROE) requirements and associated legal considerations
  • Standards for coordination with hazardous waste contractors
  • Protocols for debris classification, cost recovery, and asbestos testing
  • Recommendations for public messaging and communication strategy development

Should the Governor declare an emergency and activate the State Debris Management Task Force, additional coordination resources will be available through the State Emergency Coordination Center. Emergency managers should consult their ECC Incident Action Plans for further direction.

OEM urges emergency management personnel to incorporate these resources into local planning initiatives and to disseminate them broadly across relevant agencies and stakeholder groups. The effective implementation of these materials will contribute significantly to the state’s wildfire resilience and long-term recovery efforts.
