The Oregon Department of Emergency Management (OEM) announced today that the Federal Emergency Management Agency has released the combined fiscal year 2024 and fiscal year 2025 Notice of Funding Opportunity for the Building Resilient Infrastructure and Communities, or BRIC, grant program. FEMA’s FY 2022 and FY 2023 BRIC submissions remain under review.
The Flood Mitigation Assistance FY 2024 Notice of Funding Opportunity was not included in this release and is still pending. FEMA also did not include Direct Technical Assistance in the FY 2024–25 BRIC cycle.
The NOFO includes several updates that may affect eligibility and application requirements. OEM encourages applicants to review the new guidance and the OEM FAQ for details about program changes.
Pre‑applications may now be submitted through the OEM pre‑application form, with instructions and materials available on the Hazard Mitigation page at oem.oregon.gov.
BRIC FY 2024–25 funding includes:
- $1 billion in total national funding
- $2 million state and territory allocations
- $2 million tribal allocations
- $1 million state and territory Building Code Plus‑Up
- $25 million total tribal Building Code Plus‑Up
- $757 million in the national competition with a $20 million project cap per subapplication
OEM serves as Oregon’s state applicant for FEMA Hazard Mitigation Assistance programs. Federally recognized tribes may apply directly to FEMA or through OEM if OEM has consulted on their Natural Hazards Mitigation Plan.
