Oregon Volunteers in Disaster (ORVID) Transitioning to OEM

Effective July 1, 2026, administration of the Oregon Volunteers in Disaster (ORVID) system will transition from the Higher Education Coordinating Commission (HECC) to the Oregon Department of Emergency Management (OEM). ORVID serves as Oregon’s statewide volunteer and donations management platform, helping connect volunteers and organizations with disaster response and recovery efforts across the state.

This transition reflects Oregon’s ongoing commitment to strengthening emergency preparedness, response, and recovery capabilities. Current ORVID volunteers and participating organizations do not need to take any action at this time. Existing accounts and system access will remain available as the transition occurs. Additional information will be shared as the transition progresses. Questions may be directed to oem.orvid@oem.oregon.gov.
