The Oregon Department of Emergency Management (OEM) will expand the OEM Grants portal in mid-to-late October 2026 to include Flood Mitigation Assistance (FMA), Building Resilient Infrastructure and Communities (BRIC), and their associated grants. This expansion will bring FMA and BRIC grant management activities into the existing statewide platform.
OEM Grants will provide FMA and BRIC subrecipients with a central location to manage applications, track projects, submit reports, and request reimbursements throughout the grant lifecycle.
Key Features for FMA and BRIC Subrecipients:
- Apply for applicable grant opportunities as announced by OEM
- Manage FMA and BRIC applications and respond to Requests for Information (RFIs)
- Track FMA and BRIC projects from award through closeout
- Submit Quarterly Reports and track required monitoring for current awarded projects
- Submit and track financial reimbursement requests;
- Monitor grant finance balances and complete required financial reporting
- Communicate directly with OEM staff supporting FMA and BRIC grants
Training:
Hands-on training sessions will be held on October 14th and 15th (two sessions available). Participation is strongly recommended. Registration details will follow in a separate email.
Note: Existing users with OEM Grants access will be automatically provisioned access to the FMA and BRIC grant programs at go-live; however, we still recommend attending the training sessions.
OEM understands that transitioning to a new system requires adjustment. Our Hazard Mitigation team will provide ongoing support throughout implementation. For questions or assistance, contact your assigned Mitigation Program Representative or email oem.hazardmitigation@oem.oregon.gov.
