DEQ issues six penalties in July for environmental violations

Statewide, Ore. — The Oregon Department of Environmental Quality issued six penalties totaling $50,465 in July for various environmental violations. A detailed list of violations and resulting penalties is at https://ordeq.org/enforcement.

Fines ranged from $3,463 to $15,702. Alleged violations included an auto body paint and repair shop operating without a required air quality permit, a food manufacturing facility failing to monitor stormwater discharge required by its stormwater permit and wastewater violations by two cities.

DEQ issued civil penalties to the following organizations:

  • City of Astoria, Astoria, $4,800, wastewater
  • City of Cascade Locks, Cascade Locks, $14,700, wastewater
  • Crash Champions LLC, Portland, $3,463, air quality permitting
  • Mondelez Global LLC, Portland, $15,702, stormwater
  • Oregon Metal Services – Seaport Steel facility, Portland, $4,200, stormwater
  • PNW Metal Recycling – R.S. Davis Recycling facility, Clackamas, $7,600, stormwater

Recipients of DEQ civil penalties must either pay the fines to the state treasury or file an appeal within 20 days of receiving notice of the penalty. They may be able to offset a portion of a penalty by funding a supplemental environmental project that improves Oregon’s environment. Learn more about these projects at https://ordeq.org/sep.

Penalties may also include orders requiring specific tasks to prevent ongoing violations or additional environmental harm.

DEQ works with thousands of organizations and individuals to help them comply with laws that protect Oregon’s air, land and water. DEQ uses education, technical assistance, warnings and penalties to change behavior and deter future violations.
