DEQ fines Road Builders Inc. for stormwater permit violations

The Oregon Department of Environmental Quality has fined Road Builders Inc. $10,227 for failing to monitor stormwater runoff for pollutants at the Humbug Quarry in Seaside. Road Builders’ DEQ stormwater permit requires the company to monitor stormwater runoff at the quarry for potential pollutants four times per year and submit results to Department of Geology and Mineral Industries on an annual basis. The company has had a permit since 2013 and hasn’t submitted the required reports. Monitoring is an important condition of the stormwater permit because it may reveal the presence of harmful pollutants in stormwater that pose a threat to local waterways. Without sampling results, DEQ, agency partners and the public can’t confirm whether the facility is complying with the pollution controls in its permit.
