DEQ fines Pacific Recycling for stormwater violations

The Oregon Department of Environmental Quality has fined Pacific Recycling Inc. $12,054 for violating monitoring requirements for its stormwater permit at its Cross Street facility in Eugene. Specifically, the company failed to perform two instances of chemical oxygen demand analysis during the 2016-2017 monitoring year as required under its National Pollutant Discharge Elimination System 1200-Z General Permit. Monitoring for pollutants specific to a company's industrial classification is an important part of complying with its permit. The company has been penalized for similar violations in the past. Monitoring can reveal the presence of harmful pollutants that can pose a threat to waterways. Monitoring also allows permit holders to gauge the effectiveness of various stormwater controls. Pacific Recycling has until May 20 to appeal the fine.
