On Oct. 22, the Oregon Department of Environmental Quality issued a civil penalty of $8,923 to Kelgin, Inc. (dba Shinglehouse Auto Wreckers and Salvage) for failing to collect monitoring data for the 2014-15 monitoring period as required under the company’s National Pollutant Discharge Elimination System Stormwater Discharge Permit. The company operates an auto-wrecking facility in Coos Bay, located at 63568 Wrecking Rd. DEQ issued the penalty because permittees are required to sample and monitor their stormwater discharges to ensure that discharges meet the water quality benchmarks in the permit. Failure to meet the benchmarks may indicate the presence of harmful levels of industrial pollutants that could enter public waters. Such discharges can damage aquatic species and their habitat and reduce the safety of public waters for public use. The company paid the penalty.
