What: Join the Oregon Department of Environmental Quality and its partners for a ribbon cutting of the first low-embodied carbon affordable housing complex on the Oregon Coast. Spruce Point includes 60 units which will become available for families between 30 and 60 per cent of area median income on September 21, 2026.

Who: Who: The Oregon Department of Environmental Quality, The Tillamook County Board of Commissioners, and Home First Development and Green Light Development.

Why: This landmark achievement was supported through DEQ’s Climate Equity & Resilience Through Action (CERTA) Low-embodied Carbon Housing Program, a statewide initiative designed to address both the housing crisis and the climate crisis. Low‑embodied‑carbon housing refers to homes that are designed and built to reduce greenhouse gas emissions, including the carbon emitted before a building is even occupied, also known as the “up‑front carbon” associated with manufacturing, transporting, and installing building materials.
