Description
The City of Harrisburg does not allow companies to solicit from door to door without first obtaining a solicitation business license. Each employee that is soliciting for a company is required to obtain their own license, which will allow them to go door to door, while staying within our guidelines for allowing solicitations. (If you try to bypass this requirement, then you are in danger of being cited as a civil infraction into municipal court, and being fined.) This law only applies to addresses within the City limits of Harrisburg.
How do I get a solicitation license?
• Fill out a solicitation license, which is available on this web page, and submit it to the City of Harrisburg.
• Enclose the fee of $100, which includes your background check fee, plus a 2x2 picture of yourself.
• Be sure to submit both a drivers license, and your social security number. (These are protected documents that are not shared with anyone other than the Oregon State Police.).
• The background check can take up to several weeks to get processed and returned to the City.
• Once the background check is completed, the holder of the license is also reviewed by the Linn County Sheriff's Office. They will be one of the signers of the solicitation license. This step can take an additional 3 weeks to process.
• The City Recorder will then approve and finalize the license.
• After all these steps have been taken, and you receive your solicitation pass from the City, you will be allowed to solicit in the City.
• You must wear your solicitors pass when you solicit in the City, and must show it if requested.
• You must abide by the solicitation laws of the City of Harrisburg
• Licenses are good for one year.
• Licenses are required for each employee who is soliciting within the City of Harrisburg; we don't have a company solicitation license.

Required Documentation
Harrisburg Solicitation License Application is a special license that is part of the regular Harrisburg Business License.
1. Applicant must pass an OSP Background Check
2. Provide a photograph taken within last 60 days that is two inches by two inches showing the head and shoulders of the applicant in a clean and distinguishing manner.
3. Provide the name of the company/employer; if the applicant is employed, and the credentials establishing the employer-employee relationship.
4. Provide a copy of all vehicle registration information for all vehicles owned or used by the applicant.
5. Provide a copy of the applicant's current driver's license.
