Welcome to the Charge Ahead Prequalification Application!



Charge Ahead Rebate suspension: Due to limited funding, the Oregon Clean Vehicle Rebate Program suspended the Charge Ahead Rebate on Friday, Dec. 5, 2025. Any vehicles purchased or leased while the program is suspended do NOT qualify for the rebate. OCVRP anticipates reopening in summer 2026, continue to check the website for updates.

The Charge Ahead Rebate provides income-eligible households a rebate toward the purchase or lease of eligible new or used zero-emission vehicles. This application process allows Oregon residents who meet the income eligibility criteria for a Charge Ahead Rebate to get pre-approved for a Charge Ahead rebate prior to purchase or lease. This is how the process works:

  1. Confirm general eligibility:
    • The program is currently within one of their open windows for vehicle purchases or leases
    • Applicant is an Oregon resident
    • Applicant has not received two or more OCVRP rebates in the past
    • The rebated vehicle will be used primarily by household members
    • Vehicle will be purchased or leased from a certified vehicle dealership
  2. Confirm household income eligibility for the Charge Ahead Rebate
  3. Apply for prequalification by completing the application below.
  4. If approved, you will receive a Charge Ahead voucher.
  5. Review and select an eligible vehicle from the eligible vehicle list. Please note, if the vehicle is used, it must also meet the following requirements:
    • Is operable and capable of traveling at a speed of 55 miles an hour or more
    • Has not previously been declared a "totaled" vehicle or a "total loss" or have a salvage title
    • If a battery electric vehicle, it has at least 75 miles of battery range and if a plug-in hybrid has at least 10 miles of range and is within its 15 year and 150,000 warranty period for the emission control components
    • Has not been previously owned or leased by the applicant or a household member
  6. The Charge Ahead Prequalification voucher can be used at the time of purchase or lease, or during the rebate application after a purchase or lease of a new or used eligible vehicle.
    • Participating dealers can accept Charge Ahead Prequalification Vouchers and then apply the Charge Ahead Rebate to your vehicle purchase or lease.
    • The Charge Ahead Prequalification Voucher may also be used as proof of income eligibility when applying for the Charge Ahead Rebate after a purchase or lease, if it is not applied for by the dealer at the time of sale or lease.
    • If you have already purchased or leased your vehicle, it is quickest and easiest to apply for the Charge Ahead Rebate directly. Prequalification is not necessary for those that have already obtained their vehicle. Income verification for Charge Ahead can be done during the rebate application process.
    • Please note: all vehicles must be purchased or leased while the program is open to be eligible for the rebate. Program open dates will be announced in Summer 2026. Please continue to check the OCVRP website.

How it works:

The Department of Environmental Quality (DEQ) reviews Charge Ahead Prequalification applications for eligibility based on household income. Applicants can either provide proof of enrollment in another public assistance program, or authorize the Oregon Department of Revenue to review your household's Oregon state tax transcripts and to verify eligibility.

Before getting started, please make sure you have the following documents ready, as they will help you complete the process. The application cannot be saved and returned to at a later time.

  1. Applicant Oregon driver’s license
  2. Proof of current enrollment that includes the applicant’s name and a current enrollment date in a public assistance program, if available. Accepted programs include:
    • Oregon Health Plan / Medicaid
    • SNAP: EBT (Electronic Benefits Transfer)
    • Temporary Assistance for Needy Families (TANF)
    • Free & Reduced-Price Lunch
    • LIHEAP (Home Energy Assistance)
    • Employment Related Daycare (ERDC)
    • Women Infants and Children (WIC)

If you do not participate in one of the listed public assistance programs, please have your recent Oregon State taxes available. You will need the adjusted gross income for the applicant and each household member over 18. This will be used by the Oregon Department of Revenue to confirm the identity of each taxpaying individual. The adjusted gross income is found on form OR-40, line 7 of your most recent Oregon Income Tax transcript.
